High Casualties From Use of Banned Arms

In 2009: Estimated 40,000 to 70,000 Tamils were killed. 146,679 Tamils have disappeared. More than 350,000 are displaced from their homes and are in temporary shelters. UN "panel of experts" found "credible allegations of war crimes & crimes against humanity" committed in Sri Lanka. Sri Lanka's criminal justice system have failed to deliver justice. International laws were blatantly violated. But Ban Ki moon and the UN security council are silent and inactive.
